President Bola Ahmed Tinubu has directed a comprehensive personnel audit and skills gap analysis across Nigeria’s Federal Civil Service, as part of efforts to reposition the public sector for improved national productivity.
The announcement was made during the Maiden Edition of the International Civil Service Week 2025, held in Abuja, Nigeria’s capital.
“Placing the right people in the right roles is the only guarantee of giving Nigerians the high-performance culture they deserve,” President Tinubu said.
He described civil servants as the “quiet architects of stability, innovation, and public trust”, noting their crucial role in Nigeria’s governance and development over the years.
“Your role as the quiet architects of stability, innovation, and public trust is invaluable. The Civil Service, as the vehicle through which the government delivers public goods, has steered us through economic cycles, constitutional transitions, and social democratic consolidation.”
Renewed Hope Agenda Tied to Civil Service Reform
President Tinubu noted that the Renewed Hope Agenda—his administration’s policy blueprint—relies on a revitalized civil service for successful implementation.
“At the heart of this Agenda is a Public Service that works efficiently and effectively for every Nigerian and your role in this transformation is indispensable,” he emphasized.
He tasked all Ministries, Departments, and Agencies (MDAs) to adhere strictly to the Nigeria Data Protection Act 2023, urging responsible data collection and sharing.
“Data is the new oil, but unlike oil, its value increases the more it is refined and responsibly shared. Accurate, secure, and sovereign data is the lifeblood of every reform we pursue.”
“We must let our data speak for us. We must publish verified datasets within Nigeria and share them in internationally recognised repositories. This will allow global benchmarking organisations to track our progress in real-time and help us strengthen our position on the world stage.”
Civil Service Must Be Digitally Driven – Walson-Jack
Head of Civil Service of the Federation, Mrs. Esther Walson-Jack, welcomed the president’s directive and called for collaboration at all levels to drive meaningful reform in service delivery.
“When we talk of collaboration and partnership, we’re talking of collaboration at all levels, not only with international development partners, but also local development partners, as well as professional bodies,” she said.
She expressed confidence that outcomes from the conference would shape a more digitally driven, citizen-centered Civil Service.
“We expect that all who participated in this conference will return to their own public services with innovations and insights that can improve efficiency and service delivery.”
Walson-Jack reaffirmed that the Nigerian Civil Service remains committed to partnering with institutions and stakeholders across borders to transform public governance and deliver on national development goals.
