The Federal Government has disbursed N12.911 billion to four major agencies under the Ministry of Health and Social Welfare for healthcare interventions, sourced from the Basic Health Care Provision Fund (BHCPF). The funds were allocated to the Nigeria Health Insurance Authority (NHIA), National Primary Healthcare Development Agency (NPHCDA), Nigeria Centre for Disease Control and Prevention (NCDC), and the National Emergency Medical Services and Ambulance System (NEMSAS).
The BHCPF is an annual grant drawn from at least one percent of the Consolidated Revenue Fund, specifically earmarked to improve access to quality healthcare for Nigerian citizens. The recent disbursement covers the fourth quarter of 2024 and adheres to the current BHCPF guidelines, according to the Ministerial Oversight Committee (MOC) responsible for supervising the fund’s operations.
The MOC emphasized its commitment to ensuring transparency, accountability, and effective implementation of the fund, highlighting its role in overseeing the BHCPF’s strategic direction and coordinating disbursements across the NHIA, NPHCDA, NEMSAS, and NCDC.
To address delays in fund disbursement, a subcommittee comprising representatives from various agencies—including the NHIA, WHO, CSOs, and the MOC Secretariat—has been formed and will report back within two weeks. Additionally, the MOC announced plans to reconvene in mid-December to release funds for the first quarter of 2025. The newly revised BHCPF 2.0 Guideline has been accepted, with further consultations planned to ensure alignment with subnational stakeholders and the Sector-Wide Approach.
